The USB slot into which you are plugging the receiver might not be working as expected. It is not out of the blue if some USB ports don’t support the receiver while some of them do.

I have made a more general google search for the same issue I am having, and I am shocked to find out that multiple motherboard manufactures are reportedly affected by the problem with A1 and A2 RAM slots not working on the Intel Z690 motherboards!
